Why? I know nothing about the internal workings of TC, but reporters growing their audiences outside of TC can only mean good things for all concerned IMO.

if you have engineers who work on your ride-sharing app and they're building a ride-sharing app on the side, to me it'd mean you're not letting that engineer be creative or heard in your org or you're not addressing an insight they have and you'll soon have a competitor.

It’s probably the optionality for higher earning potential. Once the personal threshold is crossed then writers will just go on their own.
