      Good part of Flatbush but I'd recommend checking out other parts of Brooklyn too. The borough is huge and each area has its own personality [park slope, williamsburg, bushwick, etc]. Long island city is up and coming too.

          Not to my knowledge. I live on the other side of the river, in Hoboken. Several areas like Edgewater have homes like that on the West River. NJ has better views of the city but doesn't have the NYC/Brooklyn vibe. But NJ has more space, parking, and is easier to drive upstate.
