Malcolm Gladwell has a great talk on this where he says the same thing. And I 100% agree. Many people handle alcohol safely. But it's pretty wild how much damage it causes compared to how normal and accepted it is.

I’d disagree with smoking. There’s no “safe” amount of tobacco (with all of the additives in cigarettes), while pot and alcohol have safe, even health positive, levels of use.

I wouldn't say any of them are safe. But people need vices. So to me, it's not "which doesn't cause harm" but more "least harm".
