Those who are "privacy panicked" and decide not to participate in any voluntary contact tracing schemes launching in the US in the next couple weeks - to help us defeat the virus and get back to work - are basically the equivalent of pacifists in a country being invaded.

I don’t think this is a fair analogy.
It’s more like people disagreeing over which weapon is best to fight with. One with a high chance of success but also other negatives. Another with an average chance of success but less negatives. Both are fighting.
