Cancel? Explain what that means? Does that mean if I own an apartment building I don't receive rent anymore from those living there? Or the government is going to pay for it?

It means that landlords are uncontributing, unproductive leaches of a bygone era beholden to renters to support their own lives; all while needlessly driving up property values for something that's a human necessity.
