Not exactly. CPM was a viable business model throughout the boom and these are mostly sites who weren't around last recession. There's a lot of fat and excess spend before you even get to fixing the monetization aspect.

It's a blood bath out there. It's not just CPM... Rate cuts for affiliates, a lot of lucrative programs turning off and eventually more and more consumers will be without discretionary spend. Not an easy thing to fix especially with a bloated model.
