It is insensitive/tone deaf to the people who lost their jobs, and it feels like he's just patting himself on the back for "taking full responsibility". Is this really helpful to other CEOs laying folks off?

This is congruent with their brand of transparent principled management. Plus it doesn't hurt the innocent victims of the layoff, seems like it slightly helps them.
