      The dealers are intermingled within the homeless population in SF. Since it's not illegal to just stand on the street unless the cops witness a deal or someone violating their stay away order there's not much they can do. They tell them to go home. That's about it.

      It's very easy to witness deals, walking by or from across the street. It's not like these folks are exactly afraid of being caught and making an effort to hide it.

      The dealers are smart. There isn't just 1 dealer on 7th and Market. It's 10-20 at the same place at the same time. So if 2-4 cops roll up, most dealers just run away. SFPD is short 500 cops. The dealers know this and act accordingly.
