Well there's still a massive cultural difference. I've worked with and/or hired many people who lived in India as well as Indians who lived in America for a while. Very big difference.

Does that cultural difference show in the quality of work they do? Or their overall throughput?

It can if you don’t understand it. I took a course on this and the tldr is that cultural ignorance leads to poor results.
