In San Francisco, one of the most expensive cities to live in the world, the school district’s budget was just cut by $26mil for next year. Schools are already understaffed and teachers are spread thin. With layoffs, classes will get bigger. Something is clearly broken here.

What's nuts is that I'll hang out all day in the city and rarely see a kid under 15 years old. There are so few families and kids here.

Idk- but I got the idea you were visiting or commuting, not living there. The residential neighborhoods have more kids. Not as many as other cities but there are families.
