Here's what I don't get: This space is zoned in such a way that this use is legal. So why is any further approval even necessary? Why is it a good thing to require individual vetting of every use of every space in a neighborhood?
Because these NIMBYs dismiss people because of their race, class, and gender.
I don't think that's it, not in the general case anyway. The worst NIMBYs are rich white people who've got theirs, and now everyone else can fuck off. NIMBYism ultimately comes from a place of privilege.
