I know it seems irrational. But you'll be surprised at the number of smaller/newwr creators who end up using auto generated thumbnails. Some don't have the time, nor resources to create custom thumbnails. If the system can make it easier for those creators, then that's good.

And this is actually a top request we get from creators who use auto-generated thumbnails. The data and insights we'll get from this small test will help us improve their effectiveness across all of YouTube (and benefit a lot of people).

Mainly because if your a small youtuber you're actually not able to make a custom thumbnail.

Problem is, you are looking at this as someone who makes their own thumbnails ONLY. The VAST MAJORITY of videos posted dont do those. Only regular content creators really do that. From a business standpoint YT smaller content providers will benefit from this... in theory.
