I think it makes a lot of sense when you consider how self contained a lot of aspects of the game are. The minigames each had their own team who mostly just did that, for example

I haven’t finished the article yet but it looks like they started writing it and doing experiments with 3D in 1994. It was finished at the very end of 1996 so that’s roughly two years of development. Still impressive, of course.
