As per the new eligibility requirements a channel will need 4k watch hours (240,000 mins) in the past 12 months and 1k subscribers. We hope to be able to review all open applications who meet the new threshold in the coming months.

Once a video is deleted, all metrics of it will be gone from Analytics and re-uploading the same video won't retrieve it back, rather start afresh. Hope this clarifies.
