it's still pretty common, just only in certain games. the best part of skyrim is making mods for it
Since someone asked: modding is absolutely game development. I spent the first decade of my time in gamedev doing some programming on my own but mostly making maps for Starcraft & Age of Empires and the like, and modding stuff into any game that I could figure out how to modify.

hell yes!, and on a more experienced level you can still do that to test or practice too!, sounds to me like a quick tool to test some assumptions at a very specific level without the risk of building something to then not use it

This is not a definitive answer & there may be a better one, but I started w/ making DOOM maps back in the day it helped my not only with design, but understanding the building blocks of games. Map editing is also highly accessible, don't need to know programming to get started.
