Still unable to resolve NGINX build failures... I might have to ping upstream nginx devs about this for help...

Fun fact: in Ubuntu, -fPIE needs -fPIC for dynamic modules to build right. Evil things are evil.

-pie is default in Ubuntu so -fPIE would be needed for libs. Evil but helps with security

Well, the PIE hardening flags are now active in Xenial+, but -fPIC was still needed for dynamic modules to build right...

... and for the record I'm working with thresh to try and see if nginx upstream builds can be PIE/PIC enabled too...
