something that knows how fast your link is, and pushes data through at that speed, resending data as necessary and perhaps adding some redundancy

If you really have 20% packet loss, then you have some other problems to fix. I am happy to use "mosh" on crummy links as a remote shell, which manages to keep a virtual terminal open and usable even in the face of delay and loss. http://mosh.mit.edu

yeah, mosh is great for interactive shells, I use it when I want a remote shell while traveling by train. I agree that 20% loss on a wired connection indicate a problem, but it'd still be nice to have a workaround.
