It's almost 2018 and http://ftp.debian.org -- the place to download debian installation images! -- still doesn't support HTTPS. :( Oh sure, just verify the PGP signatures... right...
maybe because http://ftp.debian.org serves debian packages and there might be people mirroring from it? so usually access to that server would be checked by apt's signature verification

the better question might be why they put the netboot installer on the same server as the packages instead of the server where all the other install images are

have you tried asking debian-www@lists.debian.org, the address listed on their homepage? if you want them to see what's your saying, that's probably your best bet?
