my guess is that all the bugs require AMT to be set up, the attacker to already be on the ME chip, or the attacker to have physical access. but I can't tell whether that's right.

You have to talk to your PC OEM to see if they’ll provide a fix? Is this Android?

The ME is part of the southbridge (or whatever it's called these days), so it's technically part of the motherboard firmware/bios package. There are lots of clownshoes involved.
