Why do we still not have /etc/passwd.d
well, you don't actually expect random packages to just touch that file directly, right? don't they actually shell out to useradd/usermod/whatever, meaning that you could stub out those tools with replacements that talk to a deamon instead or so?

Right, replacing adduser and writing an nss module should be sufficient - it doesn't seem like a huge amount of work
