random question: why don't phones have a way to turn off row refresh for half of DRAM? (or do they?) that'd reduce power usage when the device is idle and doesn't use much RAM, right?

Those were both around but the issue was reliability. Page migration would frequently fail due to memory pinning by drivers (notably graphics). The frameworks were also written with larger memory footprints in mind.

This was also all on 32-bit devices which brought another set of problems, notably highmem.
