Nothing says they can't, but once you start picking and choosing which content to allow you cease to be a platform and begin to be a publisher. Right now many social media sites argue they are platforms, not publishers, and are exempt from certain regulations. 1/2

If they were treated as a publisher, these sites could then be held civilly, and in some cases criminally, liable for the content they allow. They could also be subject to libel and defamation suits, which they are currently exempted from due to not being a publisher. 2/2

What law says that once you ban a scumbag you cease to be a "platform" ? does US constitution or for that matter any constitution define "platform" ?

The Constitution does not. The legal code does.

Platforms need to come up with uniform rules for universal use, but instead these companies are coming up with subjective decisions on a whim based on how they personally feel about the content or the creator. That is wrong.

They are not required to come up with rules for universal use, the society of today presents new, unique and complex threats to peace and minorities, they do monitor content and after quiet a lengthy inhouse debate delete content/ban scumbags, its not whimsical but prudent.
