Great idea! Challenge is the slow-moving gears of government. These projects are typically programmed years in advance…competitive bidding…bonds and levies… Then again, much of that might be streamlined via emergency declarations depending on the jurisdiction.

Projects that are already in progress are mostly continuing. If you think projects that weren't already in progress are going to be accelerated in response to a dynamic situation, you're not familiar with how government infrastructure projects work.

No, I absolutely understand that our system is set up to insist on paying lawyers for environmental impact statements instead of making things, but we’re getting rid of lots of other pointless regulations for crisis reasons, why not show leadership and tear through red tape?
