It was properly issued to him. He was singled out for its rejection. I would never single him out by taking only his courtesy blue passport back. I seek to prevent rejections of our diplomatic passports with impunity; courtesy does not confer Geneva rights.

I think that cancellation is to avoid the discovery that among the courtesy diplomatic passports only Del Rosario’s would experience such (pardon my english) hope you get my point
