Barr isn't saying "DON'T abuse power" or "target political opponents." He's saying "I have to sign off on the targeting. The fact that he's clearly proven his loyalty to Donald Trump - and is likely to make targeting decisions based on that loyalty - is why

Actual Executive Privilege is limited to the deliberative process and doesn't cover, for example, orders *from* POTUS. They can't just wave a magic wand and say X doesn't even have to appear for questions, they have to appear and cite specific invocations of Privilege.
