Ted, what would be the appropriate branch of government to investigate a corruption charge? Is it policy to use a private attorney over, let's say, the DOJ? Would we ask the involved country to investigate? Just asking

According to the treaty with Ukraine the attorney general can appoint anyone without the Senate appointing them to look into corruption. Read it

He was not investigating corruption. He was using leverage to essentially blackmail the leader of a foreign nation to *announce* an investigation into his primary political rival.
