I believe @creativecommons has considered creating software oriented licenses in the past, but decided against it for some reason. Maybe they should do a spinoff?
So far what exists is https://github.com/raisely/NoHarm which is nowhere near ready for primetime. FSF/OSI/CC all claim it's "not feasable" / "not a good idea" but I believe that has more to do with an inherent bias against "code being political" than actual insurmountable legal obstacles.
If I were a legal researcher / law student looking for a thesis, I feel like this would be a potentially really awesome area to contribute.
