      Notifications for new uploads are significantly delayed (starting this morning). Other notifications for live streams, comments, etc are still sending. We're actively working to fix this and will update everyone when it's resolved.

      What time was the video published? Notifications for some previously uploaded videos (from during the outage / earlier this morning) might not send as they've expired.

      Ah, that's right in the time-frame where the notification might have expired so it's possible it doesn't go out. To be sure, you can look in YouTube Analytics > Traffic Sources (once that is updated) to see if there's any traffic from notifications.
