I just re-read the 1991 budget speech and wondered why it is held up as a touchstone of economic reform. Whatever happened, happened outside the budget. Devaluation, de-licensing abolition of CCS etc. In its specifics the budget itself was deflationary. Am I wrong?

The government should make a statement in parliament on the extent of its liabilities that are not public at present. This can only help attract foreign investment in G-Secs.

The idea that some portion of income should be tax free is very Indian.

How do you make a progressive tax system without making it complicated? Can it be both? If so how?
