      State Rep. @BucyForTexas, D-Austin: "Does this bill take us backwards on the hours the counties can choose to offer?" Murr says no, it increases the minimum. Bucy says he's talking about maximum. Murr says concept of 24-hour voting was a "novel idea" applied by one county.

      Bucy: "As I've heard our colleagues celebrate our early voting period, it should be noted that this bill will take away 1/3 of the early voting period." He is referring to time limits that the bill sets. The law does not currently have maximum hours. #SB1

      Rep. @RepHaroldDutton says bill should aim to increase turnout. Murr says he believes multiple provisions here do. "Just bc folks have rights, we don't always see them choose to exercise those rights," Murr said. "You can lead a horse to water, but you can't make it drink."

      State Rep. Yvonne Davis, D-Dallas, up next. Asks if it's intent of bill to not usurp local authority. Murr says it builds upon existing statute, which prescribes a minimum number of hours during the day. Also provides start and end time and allows flexibility to jurisdiction.

      .@RepWalle, D-Houston, asking about drive-thru voting, pioneered in his home county of Harris. Murr: "This bill explains that the right to vote from your motor vehicle exists under the current rights for curbside voting (for certain voters). This bill doesn't expand on that."

      We're about to move on to amendments. @scottbraddock reports there are ~70. Presiding chair notes that once we move onto amendments, questions in general about the bill will no longer be allowed.

          Anchía, a Democrat + Latino, just accidentally called Rep. J.M. Lozano, a Republican + Latino, by the name González. Boy, was it awkward. When Lozano corrected him, he deadpan went: "It's OK, we all look the same." Anchía apologized. Just goes to show how tense things are here.

          Turner notes that it would be possible to do what other states do and allow ballots with the mismatched ID numbers (from what's on app) to count, as long as the signatures match. Murr says bill requires clerks create online tool where voters can add/correct their information
