      .. they can make informed risk decisions? How can a vendor make the risk decisions for all users? Is the first perspective based on "the cost for all users to get hacked is uniform"? This is probably not true in practice.

      Sigh, why not just never patch or disclose vulnerabilities? If vulnerability discovery was a mutually exclusive event, then this would be easy. It doesn't work like that, you can't prevent discovery and exploitation of a vulnerability by keeping it secret.
