yeah, I mean if it's expected behavior (feature) on the client side it would be easier to find out (not sure if KAV shares code w/ US gov).

I don't follow, uploading samples from users is definitely an expected behaviour - I've looked at the code. Many vendors do this.

It's usually opt-in, but on by default and called something like "cloud intelligence" or "sample submission" or something like that.

The instigators would be fairly easy to find out if the feature is enabled, but since they didn't mention, so probably not this case.
