Good question, I don’t know, but I could offer some guesses: could have a negotiated a license agreement; might be just macOS and Apple doesn’t want to bother, or cares enough; they could be next; they could have worked within Apple’s desired framework.
Get a win and establish precedent with the smaller fish to make it easier to take down the bigger one? Or maybe FE licenses their ability?
