Arrogant and/or ignorant policymakers will insist the geeks "just get access somehow" which leads to more offense and less defense, which in turn makes everyone more vulnerable. It's a valid concern, but not enough to justify key escrow.

Any number N of parties might find the vulnerability. Given time, the probability that at least 1 more finds it increases dramatically. Any sane vulnerability bank would constantly re-asses an expiration date for the vuln to remain unfixed/secret.
