if you can't trust your upstream you need more protection than DoH pretends to give you.

Browsers should get permission from their users. This is the contention. You speak of protecting the users from the ISP. I'm trying to protect them from the googles, cloudflares, government, and crappy protocols.

You're welcome to ask the user to install your software, then protect them however you wish. That software can configure policies, monitor DNS, or anything else. Until then, you are indistinguishable from a bad actor.
