Okay let me say it a last time in a simple thread so that people can be pointed to it and I don't have to repeat myself. 1) I think that we have not enough women talking at cons. 2) I have seen many times (and heard from other con organizers) that only a few submit to cons.

You are arguing from a pos where you believe in the realworld there is an endless amount of people from minorities who a) have time, b) have a research topic they can speak about (or are allowed) c) that you can make submit d) that actually submitted better things than the others

The supply does not need to be endless, you only need to fill a handful of speaker slots. That is easily attainable with the existing talent pool.

I've heard that surveys suggest CoC are more important to women than men, so there's an easy way to encourage more submissions from women. I think it's quite harmful suggesting that if more women get accepted, the bar must have been lowered.
