Current sysadmin hell: there’s no way to set system-wide environment variables if your shell is ash.
/etc/profile is only for login shells, ~/.ssh/environment doesn’t have a system-wide counterpart, ENV is a chicken and egg problem, and /etc/bash.bashrc is only for bash.
