Recall how Mossad entered Dubai to kill Hamas official using cloned passports of Israeli civilians? That op used passports the Israeli gov controlled so not quite the same. But using a cloned passport to gain entry when you're on a checklist or don't want real identity known...

So the value of a passport number can only be realized by those who have the rest of your information, can counterfeit a passport, and get their picture in the database? That seems like a much smaller market than SSN or CC, but I think I’m missing some other angle..

Yeah, I'm sure there are uses that buyers/sellers have that I can't think of. Can also be useful for opening fraudulent bank accounts, purchasing plane tickets, etc. when you don't want real identity known.

Does that really happen? I've never experienced a situation where the physical document isn't required (whereas with SSN/CC it's rarely required).
