I agree, but my point is that isn't sustainable on IRC, because you need to burn an ip every time, so the schemes are short lived. It is sustainable on twitter, because you just pay to signal boost it, totally legit.

I see your point about money being an easy signal booster, but I think scalability on the time of IRC ops wouldn’t scale to the numbers of people abusing it if it were as popular as today’s social platforms.

Not if a majority of a channel's community agrees and partakes in the "content" sharing. I believe schemes will show up that encourage this and make it work.
