I think you're confused about whitelisting. I think you're doing this: Step 1. Find a "built-in" that lets you do what you want. Step 2. ??? Step 3. Arbitrary code execution.
I dispute that, for the reasons already outlined in this thread.

Right, I'm not saying it's what you might call "real" whitelisting. I'm just saying it's the closest practical alternative today that exists on Windows. (Indeed , Win10S is literally just a version of that with a very aggressive MS block list.)
