If a gov wants to do this they need to be the first to have the photo. Any hashes of photos already uploaded would be whitelisted by default. When you report a hash we already have seen, we review the matching photo.
True, but it only works because victims are desperate and willing to accept the trade-off. The option is a step forward, but for a modest engineering investment we can make it trade-off free!

Until someone writes a hashing tool that steals the photos.. it is a sad world :( The trade-off is similar to undressing for an examination, not fun, but easier with a stranger.

That's true either way though, someone can phish for photos claiming to be facebook. Nobody has a solution for social engineering, neither proposal changes that.
