Putting the final touches on the #HomesGuarantee, I thought about Terry, a man who has experienced homelessness for a decade in Kansas City. He knows that the solution is not more shelters or more vouchers. The solution is a Homes Guarantee.
By a conspiracy of the profiteers, we have been convinced that housing is a commodity. This is just how it is. You pay rent to a landlord, he makes money, and you completely lack security. Because, perversely, people and institutions profit from Terry remaining homeless.

I'm pretty sure she does this through the tax code (heavily flawed way of providing assistance of acute problems to poor folks) and homelessness was not sufficiently dealt with in SF in the 2000s
