I thought it was b/c I was following both @torproject & the account that RT'd it, but I wasn't follow Tor (which is also odd, thought I was)
Twitter seems to be throttling @torproject's tweet. RTs of it make it appear at the time it was tweeted, not RT'd.pic.twitter.com/l7IHO63KdO

@taoeffect I get this behavior on all RT's not just@torproject vis-a-vis timestamp. But threads into TL at RT'ed time not original time. -
@jonahsilas If it threads into TL at RT'd time then that means they are throttling@torproject
