Samuel Jessop-Burciaga was caught with a gun on July 20 and Aug 20. Chesa released him on both occasions. On Oct 21, Samuel went on a crime spree (10+ victims). Samuel's last attempt at robbery, in broad daylight, ended when he was fatally shot with his own gun by the victim.
