    That's correct. But "can" be hacked means: stop wiping files, moving servers around, quit destroying ballot images, grant meaningful observation during recounts, and quit with the sham audit procedures.

    Ok not so fast. The source code for fractional counts appears to pair votes when applying their weights. If you think about it, that's the only way to balance the books if you make one voter <1 and the other >1 (ex. .7 + 1.3 = 2.0 voters). Kind of interesting.

    It is common for vote by mail ballots to contain a QR code that ties back to voter. You can prove this. Mail ballots for 2 residents of same household should be IDENTICAL. If a code on them differs, you already lost secret ballot.

    Not buying it. They were COUNTING VOTES (even in this explanation) with no observation whatsoever. "Putting ballots through the scanner" is counting votes. Unacceptable.

    It says they were "Putting ballots through the scanner" which is counting votes. This was done without observers. As I understand it, law requires observer from the state regardless of whether other observers leave. Conflicting statements but have read that state observer left.

    The ballot images and multiple logs on the machines and server will show how many ballots were counted during this period,and who those votes were for. Fed law requires retention for 22 months. If they deleted, changed, or obstruct review of those = evidence Of guilt.

    And the spin in the article is quite strange. It implies that the main thing observation is needed for is the part where ballots are separated from envelopes. But "Putting ballots through scanner" is at very high risk for fraud. Which ballots and how many times, any set aside?

    If chain of custody breaks, recount doesn't solve the resulting uncertainty. 4 places to cheat: who can vote, who did vote, chain of custody, and the count. Recounts address the counting process only.

    FWIW, Georgia has a law on its books that it almost never honors, ripe for a lawsuit: it requires PRIVATE companies to be subject to public records requests if a preponderance of their revenue comes from public funds.
