Actually the bill passed in 1995. What they did in June was encouraged the administration to abide by that law. Feinstein voted yes on both.
That is correct, but was never enacted because congressional infringement on executive authority over foreign policy. Clinton, Bush, and Obama all agreed it was reckless to enact. If ever brought to SCOTUS, they'll likely shoot it down.
