I have heard lovely things about all three of those places tbh and Brighton / Manchester do have good gamedev scenes. How about Bristol?
There are many bad places but also many nice places, you just have to pick a city with a lot of progressives / leftists in it. I'm in Bristol and it's nice enough. Brighton is also friendly and good. My friends say good things about Manchester

Gamedev scene in Bristol pretty dead to be honest. There are a few people that worked out of Bristol Games Hub until recently, few studios here. But not a major 'scene' like London, or even Brighton I work from home for an international remote studio
