I get wanting to share a timezone with someone, that makes a lot of sense. I really struggle to see how smaller studios can justify excluding South American candidates for US jobs and the likes. Does the US just put loads of red tape around hiring non-US based employees?

Yes. It's mostly a legal issue - you can technically contract anyone almost anywhere in the world but employing people oversees is incredibly difficult and problematic. In the example you gave I'd assume the company has a US and a UK entity, hence those two countries
