If someone in Johannesburg or Moscow can do a remote job better than you: is better skilled and a better cultural fit for the team then yes, they should be hired instead of you You're not competing with THE WORLD, you're competing with other candidates who applied for the job
Arbitrarily limiting hiring pools for remote jobs to regions makes no sense. We hire the best people for the job. Limiting regionally results in worse, less diverse candidates - your hiring pool is "people who live here or can afford to relocate". This sucks
