Not when it’s this simple and this lacking a deterrent. Maybe it would deter teen joyriders from taking a wheel loader for a spin through Maccas drive through. But the actors likely to steal from construction sites (other construction workers), already have the keys handy.
Agreed - a lock on a gate won't stop an actual burglar, but working locks at least require them to have a method of picking or breaking the lock (bolt cutters?) or force them to use alternate routes or methods of access. If you're gonna do a deterrent, at least make it work lol

I mean it’s kinda like the fake cameras every store puts up. The goal isn’t to prevent entry, it’s to make would-be burglars think there’s probably an easier target. Whether the safe guard itself is functional or not is arguably irrelevant.
